Horseshoe Online Casino review: a slots-first Caesars brand with no proven table game edge
Horseshoe is sold on a table game pedigree, yet we found no published RTP edge. The lobby is slot-led, the live room has 35 tables, and Caesars Rewards pays table play at one fifth of the slot rate.

Best forCaesars Rewards members who mostly play slots and jackpots
We went looking for the high-RTP table game focus that the premise of this review assumes, and we did not find it. Horseshoe's lobby is led by slots and jackpots, the live room is small, and the loyalty scheme pays table players a fifth of what it pays slot players. That does not make Horseshoe a bad casino. It makes it a Caesars casino, with Caesars Rewards wired in, a quick PayPal cashier and a welcome offer that avoids wagering on the spin winnings. But serious table players should read this before they sign up for the wrong reason. Gambling is entertainment with a built-in house edge, and nothing here changes that.
What we did: we loaded Horseshoe's own site and games page, read independent reviews and the App Store listing, and compared the claims. We did not make a deposit or a withdrawal, so cashier speeds below are reviewers' figures.
The state picker on the homepage lists Michigan, New Jersey, Pennsylvania and West Virginia in the US, plus Ontario and Alberta in Canada. You must be 21 or older and physically inside one of those jurisdictions. Gambling.com notes that Horseshoe launched in 2024, although its iPhone app has been listed since 2020 under the developer name Computerized Bookmaking Systems, Inc.
The table game claim, tested
Here is what we could confirm. The games page is headed "Real Money Casino Games", and the lobby tiles it shows are slots such as 15 Coins Grand Gold Edition and Cash Strike Hotstepper High Limit, alongside an Evolution table, First Person Top Card.
Horseshoe's games page: slot-led, with live and virtual tables mixed into the same grid.
Gambling.com reports more than 2,000 games, over 75 progressive jackpot slots on eight networks, and exclusive Caesars titles including 3 Coin Cowboy. Its live casino is described as "a little light" at only 35 tables, all from Evolution. No source we read publishes a blackjack, roulette or baccarat return-to-player figure for Horseshoe, and none of them says it offers better table rules than its rivals. If a game has a good number, it is in the in-game help screen, not in marketing.
So what does "serious player" mean here? If you play blackjack, the rules on the felt decide the edge, not the brand: blackjack that pays 3 to 2 is far better than 6 to 5, and fewer decks and a dealer who stands on soft 17 help too. Open the info panel of the exact table before you play. That check works on any site.
Rewards punish table players
This is the sharpest finding. Caesars Rewards gives one Reward Credit for every $5 wagered on slots and one for every $25 wagered on table games, blackjack variants included. A blackjack player earns credits at one fifth of the slot rate. Because the credits are redeemable at more than 50 Caesars land-based properties, the scheme has real value for people who travel, but the maths clearly favours slots.

The welcome offer
Gambling.com's exclusive offer: wager $5 and receive up to 1,000 bonus spins on 7's Fire Blitz Hotstepper 2, issued as 100 spins a day across 10 days. It reports that winnings from the spins typically pay as cash with no wagering. Spins reward slot players again, and a table game player gets nothing from that offer. Offers vary by state and change, so open the live terms.
Cashier and verification
Deposits start at $10 and withdrawals at $1. Gambling.com says PayPal payouts are processed instantly, and for the Ontario site it lists a 24-hour cashout speed with methods including Interac, PayPal, Visa, Mastercard and Trustly. Identity checks usually run automatically using your Social Security number at sign-up; if that fails you upload ID and proof of address, and you cannot withdraw until you pass. Complete verification on day one.
App and support
Apple's US lookup shows 4.55 stars from 7,478 ratings. Gambling.com reports 4.4 on the App Store (4,500+ reviews) and 3.5 on Google Play (2,000+), a split we see often with casino apps. Support is 24-hour live chat.

Verdict for table players
Choose Horseshoe if you already hold a Caesars Rewards card and mostly play slots or jackpots, or if you want a PayPal-friendly cashier. Look elsewhere if your plan is blackjack at the lowest possible edge, or a deep live dealer room. We found no advantage for table games here, and the reward rate argues against it. Set a deposit limit before you play, and use the state self-exclusion tools or call 1-800-GAMBLER if it stops being fun.

Our verdict
A competent Caesars-run casino with a big slot and jackpot library, a quick PayPal cashier and a spin offer that pays winnings as cash. It is not a table player's casino: we found no published table RTP advantage, the live room is 35 Evolution tables, and Caesars Rewards gives one credit per $5 on slots but per $25 on tables. Good for slots, average for blackjack.
